China’s Ministry of National Security assessed the Starship program in a November 24, 2023 report.

  1. Starship symbolizes the successful transformation of the U.S. space system.

After the end of the Cold War, the United States drastically reduced its investment in space, forcing the National Aeronautics and Space Administration (NASA) to explore partnerships with private companies, with the government being responsible for providing guarantees;

SpaceX was born in this context. Technologically, NASA transferred the Apollo moon landings and space shuttle development technology to SpaceX. Financially, NASA has repeatedly signed commercial contracts with it, and in 2008 injected a one-time capital of 1.6 billion dollars into it. In terms of personnel, NASA has stationed its technical backbone at SpaceX, and space giants such as Boeing and McDonnell Douglas have sent executives to it. The U.S. space management reform has dramatically increased private sector participation, lowered costs, improved efficiency, and stimulated industry vitality.

2. The Starship Program will have a disruptive impact on the global spaceflight landscape

(1) Forming a monopoly in the field of space transportation. Starship technology using the “Raptor” engine can be reused 50 times, the hull of the use of new stainless steel costs only $ 4 per kilogram, the use of liquid oxygen, methane fuel prices are relatively low. Reusable technology will reduce the cost of starship launches to the general rocket 1 / 6, starship delivery costs will be reduced to 1,000 U.S. dollars per kilogram. The price advantage will make commercial space launch monopolized by SpaceX.

(2) Application to military field In 2020, the U.S. Army Transportation Command announced that it would cooperate with SpaceX to develop a space transportation system to achieve global delivery, which is expected to replace the existing aircraft airlift mode.In 2022, the U.S. Air Force announced that it would provide SpaceX with $47.9 million for the research and development of global point-to-point strategic delivery technology within one hour, which will pose a serious threat to world peace and security.

(3) Intensifying Space Competition. For a long time, the U.S. has retained a technological lead in space. The breakthrough of the starship will further widen the gap between the United States and other countries in the field of space, and is likely to open up a new round of space competition among big countries.
